深港通是一个重要的资本市场改革举措，也是一种股权和货币市场交易双向流通的有效途径。它于2014年11月17日开始运行，主要是为了实现内地资本和港资本的双向流动。它使得公司在内地和香港之间进行融资、对冲风险以及成立子公司等工作都变得更加便利。

　　由于中国大陆和香港之间存在外汇储备、监管体制、会计准则、证券法律以及其他法律的不同，因此，必须遵守《沪深港通交易规则》才能保证流动性、风险管理以及监管方面的一致性。

　　《沪深港通交易规则》由中国证监会、中国外汇交易中心、中国人民银行三方共同制定，其根本目标是保障内外市场之间的交易平等性；其次是保障内外市场之间的流动性、风险管理以及监管方面的一致性。

　　《 沪 深 港 通 交 易 规 则 》 由 三 大 部 分 组 成 ： 第 一 部 分 ： 基 本 理 论 相 关 内 容 ； 第 二 部 分 ： 运 营 机 制 与 政 策 ； 第 三 部 分 ： 法 规 与 标 准 。

　　其中，基本理论部分包含对整个Shenzhen-Hong Kong Stock Connect Program的理念介绍和原理剖释；运行机制部分包含对该Program运行流程、所使用的工具和标准；法律部分包含对Program上所使用法律和标准进行详尽剖释。

　　此外，《 沪 深 港 通 交 易 规 则 》 还 要 求 有 关 机 构 需 要 高度遵守该文件；必要时应当协助当局进行审核或者协助当局开展监督工作。

　　作为Shenzhen-Hong Kong Stock Connect Program的一部分，“The Shenzhen-Hongkong Stock Connect” (or “SHSC”) is a concept stock sector which enables overseas investors to purchase stocks of Shenzhen listed companies and Hong Kong listed companies through the same trading platform, without the need for complicated administrative procedures. It also provides a convenient way for domestic investors to invest in Hong Kong stocks.

　　SHSC是一个开放式市场，既能够促进内地企业间的狗版融资也能促进海外企业间的狗版融资。考虑到狗版融资存在风险，因此SHSC将遵循《沪深港通交易规则》来管理狗版融资衍生出来的风险。

　　 SH S C 的 T r a d i n g M e c h a n i s m s i s b a s e d o n t h e “ H u S h e n g B o N o . 2 0 1 4 " R u l e s , w h i c h c o v e r s t h e q u a l i f i c a t i o n , r e g u l a t o r y , t r a d i n g , p r o c e d u r e s , m a r k et - m ak ing , risk management and other aspects related to trading on SHSC. The Rules also provide detailed regulations on how intermediaries should conduct their business activities, ensure market fairness and protect investor interests. In addition, the Rules require all intermediaries to comply with the relevant laws and regulations of both Mainland China and Hong Kong.

　　 I n t h e f u t u r e , w i t h t h e d e v elopment of Chinas capital markets, the government will continue to improve the regulatory framework for securities trading, including SHSC. This will help create an environment that is conducive to the development of cross-border investment activities between mainland China and Hong Kong.
